I am fairly convinced that the tragedy that is today's Africa is the result of attempting to rapidly transform a stone-age people into a modern civilized people. It can't be done successfully. These are people that have evolved to live under primitive stone-age conditions and cannot be expected to magically transform into modern industrial societies. We see the same thing with Australian aborigines and American Indians. There is a reason that Star Trek had a prime directive.
