Maybe the CG needs to just eliminate all driving privilegea on Island. When I was there in 2002-2003, there was buses that could take you to each of the bases, and you could take taxis or other public transportation to places around the island. As UDP at Futenma, we werent allowed to drive at all, so this is all we had. Made it work for us, it'll work for everyone else too.
